Yes, few among them are. In case the faces suggested are not seen in your phone contact list then they definitely visited your profile. A few days back I discovered a feature of the Facebook mobile app to connect my contacts with the Facebook community and later I saw few names which are not my friends but they are acquaintances that were from my school and few from my college. I did not have their contact number on my cell phone and then to some of them were seen as a suggestion and only one or two friends mutual among us. Then, I noticed asked one of them that did you saw my profile on Facebook and they admitted yes and query was solved.

But not all suggestion are stalkers I must remind you that, when a new friend is added to many friend's profiles then to he is as a suggestion recommended on the Facebook page. People these days are crazy about Facebook, they first visit their profile rather than washing their own face in the morning after waking up. Socialism is only limited to these social media handles and not in reality. People are having talks about the friend request sent by somebody who they never expect to send them one. Topics to talk about have one thing in common something related to Facebook. People click their picture and say that this one is perfect for their display picture on Facebook. I am one among them as well.

The world has accepted this change the image we present on social media is slightly different from the image we have in our real life and in case it is very different then you are faking it up. You can make an idea out of the suggestion and can differentiate among the people who visited and people who are recommended as you have their contact number saved on your cell phone.
